Ditucalan, Openiano write chapter on legislative strategies improvement in PH, published by KLRI聽

To shed light on improved and viable legislative practices in Asia, the University Chancellor, Atty. Alizedney M. Ditucalan and Atty. Van Ceasar Openiano of the Office of the Chancellor, wrote a chapter focusing on strategies and mechanisms that will help refine the current landscape of legislation in the Philippines, as part of their contribution to the research book project by Korea Legislation Research Institute, entitled “Good Legislative Practice: Strategies to Improve the Quality of Legislation in Asia.”

Their chapter, “Good Legislative Practice: Strategies to Improve the Quality of Legislation in the Philippines,” discusses effective methods, frameworks, and principles for developing, drafting, and implementing laws. The chapter argues that the quality of legislation is highly influenced by the effectiveness of the lawmaking process, thus, it is necessary to enhance coordination and collaboration between the legislative and executive branches, such as holding regular joint sessions and workshops. 

Moreover, it also puts prominence on the importance of aligning and streamlining legislative processes by facilitating dialogues and inter-agency discussions, as this will consolidate perspectives in the decision-making. Stakeholder consultation is recommended to be strengthened, allowing for input coming from citizens and advocacy groups concerned, resulting in a more comprehensive and all-encompassing crafting of laws. 

The Chancellor also had the privilege to present this paper at the ALIN international conference, which was hosted by the Indian Law Institute, held on November 29-December 1, 2024. Notably, this is not the first time Chancellor Ditucalan contributed to the ALIN international conference. In 2023, he co-authored and presented another paper with Atty. Audrey Michelle Kwan on the matter of legislation and policy recommendations for the development and promotion of the Philippine tourism industry in the wake of the COVID-19 pandemic.

The recurring theme in both papers is the emphasis on collaborative governance, participatory lawmaking, and inter-agency dialogues as critical legislative mechanisms for improving policy quality and implementation.

Chancellor Ditucalan received the hard copy of the book on May 6, 2025, and wrote on his official Facebook page, “We are truly honored to have contributed to this vital project.”

With their strong backgrounds in effective law and policy formulation, Chancellor, Atty. Ditucalan and Atty. Openiano’s contribution to the KLRI publication reinforces the University’s commitment to shaping the national and international discourse on responsive, inclusive, and evidence-based legislation.
